Here's a card and bookmark I made recently for a workshop showing the Chalkboard Technique.
As it suggests, this works best on your darker cardstock. Use your whisper white Stampin' Pad and stamp whatever image you want, and using your sponge daubers and Pastels (Chalks), dab on colour. The Stampin' Up! pastels come with a small eraser so if you do dab colour outside the stamped image, it's easily removed.
I've used Crystal Effects over the flowers on the bookmark...this does help seal the chalk, but it also gives a more subtle appearance to the colour.

Other tools used: crop-a-dile, punches, piercing tool.
